K. Neumanna vr\u00e1tit op\u011bt m\u011bstsk\u00e1 hromadn\u00e1 doprava prozat\u00edm v n\u00e1hradn\u00edm re\u017eimu. Stavebn\u00edci v sou\u010dasn\u00e9 dob\u011b fini\u0161uj\u00ed s procesy, kter\u00e9 bezprost\u0159edn\u011b n\u00e1vratu dopravy na tyto ulice p\u0159edch\u00e1zej\u00ed. Pokl\u00e1dku obrub a n\u00e1sledn\u011b kameniva zpevn\u011bn\u00e9ho cementem zakon\u010d\u00ed polo\u017een\u00ed \u017eivi\u010dn\u00e9 vrstvy silnice. Sn\u00edh a mr\u00e1z, kv\u016fli kter\u00fdm do\u0161lo ke zpomalen\u00ed stavebn\u00edch postup\u016f, u\u017e pominuly, stavebn\u00edci ulice proto brzo zprovozn\u00ed. Harmonogram cel\u00e9 rekonstrukce v\u0161ak pokra\u010duje podle pl\u00e1nu.<\/p>\n<p style=\"text-align: justify;\"><!--more-->Stavba nabrala v uplynul\u00fdch t\u0159ech t\u00fddnech zpo\u017ed\u011bn\u00ed kv\u016fli sn\u011bhov\u00e9 pokr\u00fdvce a siln\u00fdm mraz\u016fm. Spodn\u00ed vrstvy komunikace, na kter\u00fdch odt\u00e1la sn\u011bhov\u00e1 pokr\u00fdvka, jsou st\u00e1le zmrzl\u00e9 a je proto t\u0159eba n\u011bkter\u00e9 stavebn\u00ed postupy neusp\u011bchat, nebo\u0165 by se tyto vrstvy mohly spolu s oteplen\u00edm rozpadnout. Stavebn\u00edci proto museli zastavit ve\u0161ker\u00e9 mokr\u00e9 procesy v\u010detn\u011b pokl\u00e1dek obrub.<\/p>\n<p style=\"text-align: justify;\">Zhruba o v\u00edkendu se pr\u00e1ce op\u011bt rozjely a firma pokl\u00e1d\u00e1 po stran\u00e1ch obou ulic obruby a odvodn\u011bn\u00ed. \u201ePak budeme pokl\u00e1dat kamenivo zpevn\u011bn\u00e9 cementem do hlavn\u00edho prostoru ulice, co\u017e je v podstat\u011b beton, kter\u00fd by m\u011bl zr\u00e1t osmadvacet dn\u016f a n\u00e1sledovat pak bude polo\u017een\u00ed \u017eivi\u010dn\u00fdch vrstev,\u201c up\u0159es\u0148uje posledn\u00ed kroky p\u0159ed otev\u0159en\u00edm ulic V\u00e1clav Pi\u0161ta za zhotovitele.<\/p>\n<p style=\"text-align: justify;\">Na stavb\u011b se konaj\u00ed pravideln\u00e9 kontroln\u00ed dny, kde jsou pr\u016fb\u011b\u017en\u011b konzultov\u00e1ny stavebn\u00ed postupy s ohledem na p\u0159\u00edze\u0148 po\u010das\u00ed a dal\u0161\u00ed faktory, kter\u00e9 stavbu v\u00fdrazn\u011b ovliv\u0148uj\u00ed. Celkov\u00fd \u010dasov\u00fd harmonogram cel\u00e9 rekonstrukce je dodr\u017eov\u00e1n a kompletn\u00ed rekonstrukce bude ukon\u010dena na podzim leto\u0161n\u00edho roku. Rozd\u011blit tuto n\u00e1ro\u010dnou rekonstrukci na n\u011bkolik etap, na co\u017e upozor\u0148uj\u00ed n\u011bkte\u0159\u00ed ob\u010dan\u00e9, by nebylo mo\u017en\u00e9, do\u0161lo by ke zkomplikov\u00e1n\u00ed na sebe n\u00e1vazn\u00fdch stavebn\u00edch prac\u00ed, stavba by se v\u00fdznamn\u011b prodra\u017eila, trvala by d\u00e9le, co\u017e by op\u011bt odd\u00e1lilo n\u00e1vrat provozu MHD. \u201eIn\u017een\u00fdrsk\u00e9 s\u00edt\u011b, kter\u00fdch je v rekonstruovan\u00e9 lokalit\u011b mnoho, ve v\u011bt\u0161in\u011b p\u0159\u00edpad\u016f p\u0159ech\u00e1zej\u00ed celou \u0161\u00ed\u0159\u00ed komunikace,\u201c vysv\u011btluje jeden z d\u016fvod\u016f zavrhnut\u00ed etapizace V\u00e1clav Pi\u0161ta. \u201eNa vodovod a kanalizaci jsou napojeny nemovitosti po obou stran\u00e1ch ulice, z \u010deho\u017e plyne, \u017ee by sanace po p\u016flk\u00e1ch vozovky nebylo vhodn\u00e9 realizovat i s ohledem sp\u00e1ru uprost\u0159ed rekonstruovan\u00e9 vozovky v cel\u00e9m pr\u016f\u0159ezu jejich konstruk\u010dn\u00edch vrstev,\u201c \u0159\u00edk\u00e1 vedouc\u00ed investi\u010dn\u00edho odboru magistr\u00e1tu Valent\u00fdn Avramov. Dod\u00e1v\u00e1, \u017ee tyto p\u0159\u00edpojky jsou hluboko v zemi a vzhledem k tak hlubok\u00fdm v\u00fdkop\u016fm by bylo velice obt\u00ed\u017en\u00e9 zajistit v jejich t\u011bsn\u00e9 bl\u00edzkosti bezpe\u010dnost lid\u00ed a proj\u00ed\u017ed\u011bj\u00edc\u00edch vozidel.<\/p>\n<p style=\"text-align: justify;\">Postupn\u00fd term\u00edn n\u00e1vratu m\u011bstsk\u00e9 hromadn\u00e9 dopravy do ulic S. K. Neumanna a Dukelsk\u00e9 ke konci lo\u0148sk\u00e9ho roku byl sou\u010d\u00e1st\u00ed p\u016fvodn\u011b stanoven\u00e9ho harmonogramu prac\u00ed, kter\u00fd vych\u00e1zel z projektov\u00e9 dokumentace a potvrzen\u00e9ho stavu s\u00edt\u00ed dle vyj\u00e1d\u0159en\u00ed spr\u00e1vc\u016f. P\u0159i zah\u00e1jen\u00ed prac\u00ed na demolici vrchn\u00edch \u010d\u00e1st\u00ed komunikace v\u0161ak byly zji\u0161t\u011bny z\u00e1va\u017en\u00e9 nedostatky na kanalizaci v ul. S. K. Neumanna, kter\u00e1 byla zna\u010dn\u011b net\u011bsn\u00e1, co\u017e zp\u016fsobilo velk\u00e9 kaverny a ne\u00fanosnost vrchn\u00edch vrstev vozovky. Z tohoto d\u016fvodu byly pr\u00e1ce na komunikaci pozastaveny a spr\u00e1vce s\u00edt\u011b p\u0159istoupil k likvidaci t\u00e9to kanalizace. Dal\u0161\u00ed problematick\u00e1 s\u00ed\u0165 se objevila v ul. Dukelsk\u00e1, jednalo se o plynovod v\u010d. domovn\u00edch p\u0159\u00edpojek, kter\u00e9 m\u011bly zcela nedostate\u010dn\u00e9 kryt\u00ed, byly \u0159\u00e1dov\u011b 40 cm pod \u00farovn\u00ed komunikace. Musela b\u00fdt proto zpracov\u00e1na projektov\u00e1 dokumentace a n\u00e1sledn\u011b potrub\u00ed p\u0159elo\u017eeno. Do\u0161lo zhruba ke dvoum\u011bs\u00ed\u010dn\u00edmu zdr\u017een\u00ed prac\u00ed a k celkov\u00e9 \u00faprav\u011b harmonogramu, kdy se realizace se dostala do zcela nevhodn\u00e9ho zimn\u00edho obdob\u00ed z hlediska dodr\u017eov\u00e1n\u00ed technologick\u00fdch postup\u016f. Nicm\u00e9n\u011b od prvopo\u010d\u00e1tku bylo v z\u00e1jmu stavebn\u00edk\u016f i m\u011bsta, coby investora, obnoven\u00ed provozu co nejd\u0159\u00edve. Provoz se na zrekonstruovan\u00e9 ulice vr\u00e1t\u00ed v pr\u016fb\u011bhu n\u011bkolika n\u00e1sleduj\u00edc\u00edch t\u00fddn\u016f, po uplynut\u00ed lh\u016fty, kterou si \u017e\u00e1daj\u00ed standardn\u00ed technologick\u00e9 procesy.<\/p>\n<p style=\"text-align: justify;\">Prvn\u00ed odhady hovo\u0159ily o prosincov\u00e9m term\u00ednu, ten v\u0161ak nebylo mo\u017en\u00e9 dodr\u017eet s ohledem na to, \u017ee skute\u010dnost s\u00edt\u00ed nalezen\u00fdch v zemi neodpov\u00eddala historick\u00fdm podklad\u016fm a ani podklad\u016fm spr\u00e1vc\u016f s\u00edt\u00ed zejm\u00e9na problematick\u00e9 kanalizaci a plynovodn\u00edmu veden\u00ed. Chyba nen\u00ed ani na stran\u011b projektov\u00e9 dokumentace, kter\u00e1 \u010derpala z podklad\u016f spr\u00e1vc\u016f s\u00edt\u00ed. \u201eZ\u00e1rove\u0148 v\u0161ak m\u011bsto vy\u0161lo vst\u0159\u00edc spolu se stavba\u0159i ob\u010dan\u016fm v tom, \u017ee v pr\u016fb\u011bhu stavby a podle technick\u00fdch mo\u017enost\u00ed, byly po cel\u00e9m \u00faseku rekonstruovan\u00fdch ulic um\u00edst\u011bny mobiln\u00ed pr\u016fchody tak, aby lid\u00e9 nebyli odk\u00e1z\u00e1ni na obch\u00e1zen\u00ed cel\u00e9 d\u00e9lky opravovan\u00e9 komunikace,\u201c \u0159\u00edk\u00e1 n\u00e1m\u011bstek prim\u00e1tora Jind\u0159ich Vedlich, kter\u00fd se spolu se stavba\u0159i setk\u00e1v\u00e1 se z\u00e1stupci ob\u010dan\u016f a podnikatel\u016f. \u201eRekonstruovan\u00fd \u00fasek je dlouh\u00fd, pokud se nepohybuj\u00ed v prvn\u00ed \u010d\u00e1sti stavby d\u011bln\u00edci, neznamen\u00e1 to, \u017ee se nepohybuj\u00ed v \u010d\u00e1sti druh\u00e9,\u201c dod\u00e1v\u00e1 Jind\u0159ich Vedlich, kter\u00fd stavbu nav\u0161t\u011bvuje osobn\u011b. \u201eSlo\u017eitou rekonstrukc\u00ed te\u010f proch\u00e1z\u00ed jedna z historick\u00fdch tepen krajsk\u00e9ho m\u011bsta, kter\u00e1 ji\u017e vy\u017eadovala opravu, p\u0159i\u010dem\u017e m\u011bsto do budoucna po\u010d\u00edt\u00e1 s obnovou navazuj\u00edc\u00ed t\u0159\u00eddy Karla IV. a podchodu, co\u017e je spojnice se samotn\u00fdm historick\u00fdm centrem,\u201c uzav\u00edr\u00e1.<\/p>\n<p style=\"text-align: justify;\">Celkov\u00e9 n\u00e1klady stavby by se m\u011bly pohybovat kolem 93 milion\u016f korun, p\u0159i\u010dem\u017e v\u00fdznamnou \u010d\u00e1st pen\u011bz pokryj\u00ed dotace z Evropsk\u00e9 unie.<\/p>\n<p style=\"text-align: justify;\"><span style=\"color:
