Prvn\u00ed etapa mezi Opatovicemi nad Labem a St\u00e9blovou je ji\u017e dokon\u010dena, dal\u0161\u00ed etapy jsou v p\u0159\u00edprav\u011b. Na projekt, ale i na t\u00e9ma budoucnosti ka\u0161tanov\u00e9 aleje, proti jej\u00edmu\u017e vyk\u00e1cen\u00ed bojuj\u00ed m\u00edstn\u00ed, jsme se zeptali Jind\u0159icha Vedlicha, n\u00e1m\u011bstka prim\u00e1tora pro rozvoj m\u011bsta.<!--more--><\/p>\n<p style=\"text-align: justify;\"><strong>* Na \u00favod z\u00e1kladn\u00ed ot\u00e1zka. Pro\u010d m\u011bsto Hradec Kr\u00e1lov\u00e9 pot\u0159ebuje dvoukolejn\u00e9 napojen\u00ed na Pardubice?<\/strong><\/p>\n<p style=\"text-align: justify;\">P\u0159ipravovan\u00e1 modernizace trati a jej\u00ed zdvoukolejn\u011bn\u00ed znamen\u00e1 lep\u0161\u00ed vazbu m\u011bsta na vnitrost\u00e1tn\u00ed i mezin\u00e1rodn\u00ed \u017eelezni\u010dn\u00ed koridory. Hradec Kr\u00e1lov\u00e9 z\u00edsk\u00e1 lep\u0161\u00ed postaven\u00ed v r\u00e1mci \u017eelezni\u010dn\u00ed s\u00edt\u011b, co\u017e p\u0159inese vy\u0161\u0161\u00ed atraktivitu m\u011bsta nejen pro obyvatele a n\u00e1v\u0161t\u011bvn\u00edky, ale tak\u00e9 pro zam\u011bstnavatele. Na tento projekt jsou nav\u00edc nav\u00e1z\u00e1ny dal\u0161\u00ed \u00fapravy region\u00e1ln\u00edch trat\u00ed do Ji\u010d\u00edna, Jarom\u011b\u0159e \u010di Chocn\u011b. Z uveden\u00fdch d\u016fvod\u016f vyslovili projektu podporu z\u00e1stupci v\u0161ech politick\u00fdch stran v hradeck\u00e9m zastupitelstvu, m\u011bsto Pardubice, Kr\u00e1lov\u00e9hradeck\u00fd i Pardubick\u00fd kraj.<\/p>\n<p style=\"text-align: justify;\"><strong>* V \u010dem spat\u0159ujete hlavn\u00ed p\u0159\u00ednosy pro cestuj\u00edc\u00ed?<\/strong><\/p>\n<p style=\"text-align: justify;\">Zejm\u00e9na ve vy\u0161\u0161\u00ed \u010detnosti a kapacit\u011b spoj\u016f, lep\u0161\u00ed n\u00e1vaznosti na nad\u0159azen\u00e9 koridory a zkr\u00e1cen\u00ed cestovn\u00edch dob. Z\u00e1rove\u0148 dojde ke zlep\u0161en\u00ed komfortu dopravy, kdy je v pl\u00e1nu po\u0159\u00edzen\u00ed nov\u00fdch souprav pro obsluhu modernizovan\u00e9 \u017eelezni\u010dn\u00ed trati. Podstatn\u00e9 je tak\u00e9 zv\u00fd\u0161en\u00ed bezpe\u010dnosti d\u00edky eliminaci rizika sr\u00e1\u017eky vlak\u016f a zv\u00fd\u0161en\u00ed stupn\u011b zabezpe\u010den\u00ed v\u0161ech p\u0159ejezd\u016f na trati. Sou\u010d\u00e1st\u00ed projektu je nav\u00edc i rozs\u00e1hl\u00e1 p\u0159estavba \u017eelezni\u010dn\u00ed stanice Hradec Kr\u00e1lov\u00e9 hl.n. v\u010detn\u011b v\u00fdstavby nov\u00e9ho n\u00e1stupi\u0161t\u011b, z\u0159\u00edzen\u00ed nov\u00e9 zast\u00e1vky B\u0159ezhrad a opravy st\u00e1vaj\u00edc\u00edch zast\u00e1vek. P\u0159i stavb\u011b dojde k realizaci protihlukov\u00fdch opat\u0159en\u00ed a d\u00edky dohod\u011b m\u011bsta a S\u017dDC bude opraven a roz\u0161\u00ed\u0159en kuklensk\u00fd podjezd, p\u0159i\u010dem\u017e m\u011bsto se bude pod\u00edlet jen zlomkem n\u00e1klad\u016f. P\u0159\u00ednos\u016f je ale daleko v\u00edce, toto jsou jen ty nejpodstatn\u011bj\u0161\u00ed.<\/p>\n<p style=\"text-align: justify;\"><strong>* Kdy by se tedy prvn\u00ed cestuj\u00edc\u00ed mohli sv\u00e9zt po modernizovan\u00e9 trati?<\/strong><\/p>\n<p style=\"text-align: justify;\">V sou\u010dasn\u00e9 dob\u011b projek\u010dn\u00ed spole\u010dnost SUDOP ve spolupr\u00e1ci s m\u011bstem dokon\u010dila dokumentaci pro in\u017een\u00fdrskou \u010dinnost a je za\u017e\u00e1d\u00e1no o posouzen\u00ed vlivu stavby na \u017eivotn\u00ed prost\u0159ed\u00ed, takzvan\u00fd posudek EIA. Zah\u00e1jen\u00ed v\u00fdstavby p\u0159edpokl\u00e1d\u00e1me v roce 2019 a jej\u00ed dokon\u010den\u00ed o dva roky pozd\u011bji. Tedy za p\u0159edpokladu, \u017ee nedojde k \u017e\u00e1dn\u00fdm v\u011bt\u0161\u00edm komplikac\u00edm.<\/p>\n<p style=\"text-align: justify;\"><strong>* M\u00e1te na mysli n\u011bco konkr\u00e9tn\u00edho?<\/strong><\/p>\n<p style=\"text-align: justify;\">Ve\u0159ejn\u011b prosp\u011b\u0161n\u00e1 stavba tak velk\u00e9ho rozsahu znamen\u00e1 z\u00e1sah do \u00fazem\u00ed. P\u0159\u00edkladem je kolize druh\u00e9 koleje s j\u00edrovcovou alej\u00ed v ulici Opatovick\u00e1. Bylo sice prov\u011b\u0159ov\u00e1no i alternativn\u00ed um\u00edst\u011bn\u00ed, av\u0161ak toto \u0159e\u0161en\u00ed ztroskotalo na nesouhlasech majitel\u016f soukrom\u00fdch pozemk\u016f. M\u011bsto se ji\u017e v kv\u011btnu 2016 se\u0161lo s projektantem a \u010dleny nov\u011b vznikl\u00e9ho spolku Ka\u0161tanka, jeho\u017e c\u00edlem byla minimalizace z\u00e1sahu do aleje. Z\u00e1v\u011br byl takov\u00fd, \u017ee bude zachov\u00e1na jedna \u0159ada ka\u0161tanov\u00e9 aleje a m\u011bsto z\u00e1rove\u0148 zajist\u00ed studii n\u00e1hradn\u00ed v\u00fdsadby p\u0159\u00edmo na Pra\u017esk\u00e9m P\u0159edm\u011bst\u00ed. Z n\u00e1sledn\u00fdch jedn\u00e1n\u00ed a vyj\u00e1d\u0159en\u00ed z\u00e1stupc\u016f spolku bohu\u017eel vyplynulo, \u017ee jejich c\u00edlem je v prvn\u00ed \u0159ad\u011b cel\u00fd projekt zastavit, a to i za pou\u017eit\u00ed metod, kter\u00e9 bych ozna\u010dil za ne\u010destn\u00e9.<\/p>\n<p style=\"text-align: justify;\"><strong>* Ne\u010destn\u00e9? Mohl byste to n\u011bjak rozv\u00e9st?<\/strong><\/p>\n<p style=\"text-align: justify;\">V rozporu s p\u016fvodn\u00edm prohl\u00e1\u0161en\u00edm nyn\u00ed spolek bojuje proti samotn\u00e9mu z\u00e1m\u011bru zdvoukolejn\u011bn\u00ed. \u010clenov\u00e9 spolku hovo\u0159\u00ed o \u201enulov\u00fdch v\u00fdsledc\u00edch jedn\u00e1n\u00ed\u201c, p\u0159itom kompromisy ze strany S\u017dDC a magistr\u00e1tu odm\u00edtaj\u00ed. \u010clenov\u00e9 si \u010dasto st\u011b\u017euj\u00ed na \u201enedostatek informac\u00ed\u201c, p\u0159itom prob\u011bhla \u0159ada sch\u016fzek a jsou poskytov\u00e1ny \u00fadaje v\u010detn\u011b dokumentac\u00ed a posudk\u016f. J\u00e1dro probl\u00e9mu v\u0161ak spat\u0159uji ve snaze manipulovat ve\u0159ejn\u00e9 m\u00edn\u011bn\u00ed na z\u00e1klad\u011b strachu. N\u011bkte\u0159\u00ed z\u00e1stupci spolku ve sv\u00e9m okol\u00ed v\u011bdom\u011b \u0161\u00ed\u0159\u00ed nepodlo\u017een\u00e9 zpr\u00e1vy o poklesu ceny nemovitost\u00ed, o ru\u0161en\u00ed d\u011btsk\u00e9ho h\u0159i\u0161t\u011b, hroz\u00ed kamionovou dopravou ve vilov\u00e9 \u010dtvrti a zhor\u0161en\u00edm \u017eivotn\u00ed \u00farovn\u011b, \u00fabytkem vody ve studn\u00edch v \u0161irok\u00e9m okol\u00ed \u010di ru\u0161en\u00edm neexistuj\u00edc\u00edch p\u0159echod\u016f. Do\u0161lo tak\u00e9 na osobn\u00ed \u00fatoky. Jedn\u00e1 se jednozna\u010dn\u011b o zp\u016fsob boje, kter\u00fd je za hranou p\u0159ijateln\u00fdch mezilidsk\u00fdch vztah\u016f.<\/p>\n<p style=\"text-align: justify;\"><strong>* Cht\u011bl byste n\u011bco \u0159\u00edci z\u00e1v\u011brem? Mo\u017en\u00e1 n\u011bjak\u00fd vzkaz pro obyvatele m\u011bsta?<\/strong><\/p>\n<p style=\"text-align: justify;\">D\u00edky odboru pam\u00e1tkov\u00e9 p\u00e9\u010de v\u00edme, \u017ee s \u201ekladen\u00edm druh\u00fdch kolej\u016f\u201c po\u010d\u00edtal ji\u017e Franti\u0161ek Josef I. ve sv\u00e9 vyhl\u00e1\u0161ce z roku 1856, roz\u0161\u00ed\u0159en\u00ed koridoru je vyzna\u010deno i v Go\u010d\u00e1rov\u00fdch pl\u00e1nech z roku 1926 a pam\u011btn\u00edci hovo\u0159\u00ed o vysazen\u00ed Ka\u0161tanky jako\u017eto o opat\u0159en\u00ed proti zastav\u011bn\u00ed \u00fazem\u00ed. Nyn\u00ed, kdy\u017e je v\u016fle st\u00e1tu ke zdvoukolejn\u011bn\u00ed trati a z\u00e1rove\u0148 jsou p\u0159id\u011bleny finan\u010dn\u00ed prost\u0159edky, realizace je ohro\u017eena nezodpov\u011bdn\u00fdm p\u0159\u00edstupem n\u011bkolika m\u00e1lo osob. Apeluji, abychom se sna\u017eili dohodnout na co nejv\u00fdhodn\u011bj\u0161\u00edm \u0159e\u0161en\u00ed pro obyvatele Pra\u017esk\u00e9ho P\u0159edm\u011bst\u00ed, nikoliv na hled\u00e1n\u00ed cest pro zastaven\u00ed projektu. Naopak, spole\u010dn\u00fdm z\u00e1jmem v\u0161ech Hrade\u010dan\u016f by m\u011bla b\u00fdt snaha vyu\u017e\u00edt t\u00e9to jedine\u010dn\u00e9 p\u0159\u00edle\u017eitosti, d\u00edky kter\u00e9 m\u016f\u017ee Hradec Kr\u00e1lov\u00e9 z\u00edskat miliardov\u00e9 investice do sv\u00e9 infrastruktury a zlep\u0161it sv\u00e9 postaven\u00ed v r\u00e1mci \u010cesk\u00e9 republiky.
