Severn\u00ed tangenta, kter\u00e1 m\u00e1 spojit v\u00fdpadovku na N\u00e1chod se silnic\u00ed na Rychnovsko, m\u00e1 \u00fasp\u011b\u0161n\u011b za sebou anab\u00e1zi vyhodnocen\u00ed vlivu na \u017eivotn\u00ed prost\u0159ed\u00ed. Zlep\u0161il se i v\u00fdhled ji\u017en\u00ed spojky mezi pardubickou a pra\u017eskou silnic\u00ed.<!--more--><\/p>\n<p style=\"text-align: justify;\">\u0158SD u\u017e toti\u017e ji\u017en\u00ed spojku p\u0159estalo pova\u017eovat za zcela zbyte\u010dnou jako za vl\u00e1dy ministra dopravy Stanjury ( psali jsme zde ). Naopak, za\u0159adilo ji na seznam prioritn\u00edch projekt\u016f.<\/p>\n<p style=\"text-align: justify;\">Tangenta je po z\u00edsk\u00e1n\u00ed takzvan\u00e9ho zelen\u00e9ho raz\u00edtka realit\u011b je\u0161t\u011b o n\u011bco bl\u00ed\u017ee, term\u00edn zah\u00e1jen\u00ed stavebn\u00edch prac\u00ed lze ale pouze odhadovat. Optimist\u00e9 hovo\u0159\u00ed o term\u00ednu za \u0161est let, realist\u00e9 rad\u011bji dal\u0161\u00ed t\u0159i roky p\u0159id\u00e1vaj\u00ed. Te\u010f d\u016fle\u017eit\u00fd tah \u010dek\u00e1 studie proveditelnosti.<\/p>\n<p style=\"text-align: justify;\">\u201eJej\u00edm c\u00edlem je prov\u011b\u0159it um\u00edst\u011bn\u00ed trasy s ohledem na pr\u016fchodnost \u00fazem\u00edm, dopravn\u011btechnick\u00e9 po\u017eadavky, nebo nutnost specifikovat um\u00edst\u011bn\u00ed a typ k\u0159i\u017eovatek, mostn\u00edch objekt\u016f a p\u0159elo\u017eek komunikac\u00ed ni\u017e\u0161\u00edch t\u0159\u00edd. Dokon\u010den\u00ed studie p\u0159edpokl\u00e1d\u00e1m ke konci roku 2017, a\u017e pot\u00e9 budou n\u00e1sledovat nap\u0159\u00edklad geotechnick\u00fd pr\u016fzkum nebo dokumentace k \u00fazemn\u00edmu rozhodnut\u00ed,\u201c \u0159\u00edk\u00e1 o p\u0159\u00edprav\u00e1ch severn\u00ed tangenty mluv\u010d\u00ed \u0158SD Nina Ledvinov\u00e1.<\/p>\n<p style=\"text-align: justify;\">\u201eTak\u00e9 stavba ji\u017en\u00ed spojky se jednozna\u010dn\u011b p\u0159ibl\u00ed\u017eila. Jsem r\u00e1d, \u017ee se m\u011bstu p\u0159i jedn\u00e1n\u00ed poda\u0159ilo \u0158SD p\u0159esv\u011bd\u010dit o jej\u00ed d\u016fle\u017eitosti a \u017ee ji centr\u00e1ln\u00ed pl\u00e1novac\u00ed komise \u0158SD vr\u00e1tila do seznamu prioritn\u00edch projekt\u016f. Nyn\u00ed se upravuje dokumentace k \u00fazemn\u00edmu rozhodnut\u00ed,\u201c popisuje n\u00e1m\u011bstek hradeck\u00e9ho prim\u00e1tora Jind\u0159ich Vedlich (TOP 09).<\/p>\n<p style=\"text-align: justify;\">Hradec si od obou komunikac\u00ed slibuje divy. Centrum m\u011bsta by se m\u011blo definitivn\u011b zbavit tranzitn\u00ed dopravy, zvl\u00e1\u0161\u0165 severn\u00ed tangenta m\u00e1 p\u0159evz\u00edt roli z\u00e1sobovac\u00ed tepny hradeck\u00e9ho leti\u0161t\u011b i pr\u016fmyslov\u00e9 z\u00f3ny v Kvasin\u00e1ch. A\u017e se z obou stran napoj\u00ed na d\u00e1lnici D11 v m\u00edstech k\u0159i\u017eovatek Bl\u00e1hovka a u \u010cKD v Ploti\u0161t\u00edch, m\u011bsto z\u00edsk\u00e1 plnohodnotn\u00fd, by\u0165 z jihov\u00fdchodn\u00ed strany otev\u0159en\u00fd t\u0159et\u00ed silni\u010dn\u00ed okruh.<\/p>\n<p style=\"text-align: justify;\">\u0158SD prov\u011b\u0159uje mo\u017en\u00e1 technick\u00e1 \u0159e\u0161en\u00ed v trase tangenty od Ploti\u0161\u0165 a\u017e k napojen\u00ed na st\u00e1vaj\u00edc\u00ed silnici za Nepasicemi. Ji\u017en\u00ed spojka bude za\u010d\u00ednat u Bl\u00e1hovky, protne lokalitu Teme\u0161v\u00e1r v Kuklen\u00e1ch a je\u0161t\u011b p\u0159ed obchodn\u00edm centrem Tesco se napoj\u00ed na hradubickou magistr\u00e1lu. P\u016fvodn\u011b m\u011bla v\u00e9st p\u0159es Labe a\u017e do T\u0159eb\u0161e, ale n\u00e1klady na p\u0159ekon\u00e1n\u00ed \u0159eky by \u00fadajn\u011b byly p\u0159\u00edli\u0161 vysok\u00e9. Kv\u016fli spojce p\u0159ejde \u010d\u00e1st okruhu na m\u011bsto<\/p>\n<p style=\"text-align: justify;\">\u201eJi\u017en\u00ed spojka dopravn\u011b napoj\u00ed cel\u00fd z\u00e1padn\u00ed sektor m\u011bsta. Nap\u0159\u00edklad Kukleny se mohou spol\u00e9hat pouze na Pra\u017eskou t\u0159\u00eddu, kter\u00e1 je v\u0161ak ji\u017e za hranic\u00ed sv\u00e9 kapacity,\u201c p\u0159ipom\u00edn\u00e1 Vedlich.<\/p>\n<p style=\"text-align: justify;\">N\u00e1klady by m\u011bly b\u00fdt vy\u0161\u0161\u00ed ne\u017e 1,6 miliardy korun. Podm\u00ednkou financov\u00e1n\u00ed je po\u017eadavek \u0158SD, aby m\u011bsto p\u0159evzalo pod svou spr\u00e1vu z\u00e1padn\u00ed \u010d\u00e1st Go\u010d\u00e1rova silni\u010dn\u00edho okruhu. Pr\u00e1v\u011b to se v\u0161ak stalo ter\u010dem opozice, kter\u00e1 se ob\u00e1v\u00e1 velk\u00fdch finan\u010dn\u00edch n\u00e1rok\u016f na \u00fadr\u017ebu.<\/p>\n<p style=\"text-align: justify;\">\u201ePodm\u00ednky \u0158SD jsou podle m\u011b na hran\u011b. P\u0159evzet\u00ed \u010d\u00e1sti okruhu by pro m\u011bsto bylo velmi n\u00e1kladnou z\u00e1le\u017eitost\u00ed,\u201c m\u00edn\u00ed zastupitel Alois Havrda (KS\u010cM).<\/p>\n<p style=\"text-align: justify;\">Vedlich upozor\u0148uje, \u017ee smlouva mezi m\u011bstem a \u0158SD je u\u017e schv\u00e1lena a pro Hradec by m\u011bla b\u00fdt v\u00fdhodn\u00e1. \u201eUr\u010dit\u011b by to nem\u011bla b\u00fdt nep\u0159im\u011b\u0159en\u011b ne\u00fanosn\u00e1 finan\u010dn\u00ed z\u00e1t\u011b\u017e. Smlouva je zakotvena tak, aby m\u011bsto p\u0159evzalo \u010d\u00e1st druh\u00e9ho silni\u010dn\u00edho okruhu v takov\u00e9m stavu, aby do n\u00ed nebylo nutn\u00e9 investovat enormn\u00ed sumy,\u201c nam\u00edt\u00e1 n\u00e1m\u011bstek.<\/p>\n<p style=\"text-align: justify;\">Proto\u017ee v\u0161ak ji\u017en\u00ed spojka i severn\u00ed tangenta zat\u00edm existuj\u00ed pouze na pap\u00ed\u0159e a srpnov\u00e9 otev\u0159en\u00ed d\u00e1lnice D11 zv\u00fd\u0161enou dopravou odnesou hlavn\u011b Kukleny, hradeck\u00e1 radnice ji\u017e pl\u00e1nuje jin\u00fd velmi vysok\u00fd v\u00fddaj. A\u017e sto milion\u016f korun chce investovat do nutn\u00fdch \u00faprav p\u0159et\u00ed\u017een\u00e9 Pra\u017esk\u00e9 t\u0159\u00eddy.
