V oblasti sportu, spole\u010densk\u00fdch a kulturn\u00edch akc\u00ed m\u016f\u017ee b\u00fdt takov\u00e1 rivalita p\u0159\u00ednosn\u00e1, av\u0161ak v ostatn\u00edch oblastech ob\u011b m\u011bsta \u00fazce spolupracuj\u00ed. Radnice Hradce a Pardubic p\u0159ipravuj\u00ed spole\u010dnou rozvojovou koncepci, spole\u010dn\u011b vyjedn\u00e1vaj\u00ed dota\u010dn\u00ed prost\u0159edky a pravideln\u011b se sch\u00e1zej\u00ed nad t\u00e9maty Hradecko-pardubick\u00e9 aglomerace. Nyn\u00ed by ob\u011b m\u011bsta m\u011bla spojit modern\u00ed dvoukolejn\u00e1 \u017eelezni\u010dn\u00ed tra\u0165.<!--more--><\/p>\n<p style=\"text-align: justify;\">Pr\u00e1v\u011b dobr\u00e9 dopravn\u00ed spojen\u00ed obou m\u011bst je z\u00e1kladn\u00ed podm\u00ednkou rozvoje vz\u00e1jemn\u00fdch vtah\u016f. Zat\u00edmco \u201eHradubick\u00e1\u201c silnice I\/37 se do\u010dkala n\u011bkolika roz\u0161\u00ed\u0159en\u00ed a dnes se jedn\u00e1 o silnici pro motorov\u00e1 vozidla s maxim\u00e1ln\u00ed povolenou rychlost\u00ed 110 km\/h, zdvoukolejn\u011bn\u00ed a modernizace \u017eelezni\u010dn\u00ed trat\u011b mezi ob\u011bma m\u011bsty se teprve p\u0159ipravuje. V podstat\u011b nejv\u00fdznamn\u011bj\u0161\u00edm pokrokem od zprovozn\u011bn\u00ed trat\u011b v roce 1857 byla jej\u00ed elektrifikace v roce 1965. Jedn\u00e1 se o zna\u010dn\u00fd nepom\u011br, pokud si uv\u011bdom\u00edme, \u017ee \u017eelezni\u010dn\u00ed doprava je vhodn\u00e1 nejen pro velkoobjemov\u00e9 p\u0159epravy na del\u0161\u00ed vzd\u00e1lenosti, ale v\u00fdznamnou roli sehr\u00e1v\u00e1 i v p\u0159\u00edm\u011bstsk\u00e9 doprav\u011b. Nav\u00edc \u017eeleznice, ve srovn\u00e1n\u00ed s automobilovou dopravou, vykazuje ni\u017e\u0161\u00ed n\u00e1klady, vy\u0161\u0161\u00ed kapacitu a zejm\u00e9na vy\u0161\u0161\u00ed bezpe\u010dnost a \u0161etrnost k \u017eivotn\u00edmu prost\u0159ed\u00ed. Na \u017eeleznici nehroz\u00ed dopravn\u00ed z\u00e1cpy a zab\u00edr\u00e1 m\u00e9n\u011b prostoru v krajin\u011b.<\/p>\n<p style=\"text-align: justify;\">Tak\u00e9 z v\u00fd\u0161e vyjmenovan\u00fdch d\u016fvod\u016f je koridor pro zdvoukolejn\u011bn\u00ed \u017eelezni\u010dn\u00ed trati mezi Hradcem Kr\u00e1lov\u00e9 a Pardubicemi vymezen v z\u00e1kladn\u00edch n\u00e1stroj\u00edch \u00fazemn\u00edho pl\u00e1nov\u00e1n\u00ed \u2013 celost\u00e1tn\u00ed Politice \u00fazemn\u00edho rozvoje \u010cesk\u00e9 republiky, v krajsk\u00fdch Z\u00e1sad\u00e1ch \u00fazemn\u00edho rozvoje Kr\u00e1lov\u00e9hradeck\u00e9ho i Pardubick\u00e9ho kraje, v \u00dazemn\u00edm pl\u00e1nu m\u011bsta Hradec Kr\u00e1lov\u00e9 (v\u010detn\u011b p\u0159ipravovan\u00e9ho nov\u00e9ho \u00dazemn\u00edho pl\u00e1nu Hradce Kr\u00e1lov\u00e9). Jedn\u00e1 se o dlouho p\u0159ipravovanou stavbu, kter\u00e1 sv\u00fdm v\u00fdznamem p\u0159esahuje region V\u00fdchodn\u00edch \u010cech.<\/p>\n<p style=\"text-align: justify;\">Samotn\u00e9 zdvoukolejn\u011bn\u00ed je rozd\u011bleno na t\u0159i etapy, p\u0159i\u010dem\u017e prvn\u00ed etapa ji\u017e byla dokon\u010dena (St\u00e9blov\u00e1 \u2013 Opatovice nad Labem) a nyn\u00ed je projektov\u00e1na etapa druh\u00e1 (Opatovice nad Labem \u2013 Hradec Kr\u00e1lov\u00e9) a t\u0159et\u00ed (Pardubice \u2013 St\u00e9blov\u00e1). Koridor pro stavbu je ur\u010den st\u00e1vaj\u00edc\u00ed trat\u00ed a jeho sou\u010d\u00e1st\u00ed bude nejen v\u00fdstavba druh\u00e9 koleje, ale tak\u00e9 nov\u00e1 zast\u00e1vka v B\u0159ezhradu a modernizace souvisej\u00edc\u00edch objekt\u016f a staveb na dr\u00e1ze, v\u010detn\u011b v\u0161ech p\u0159ejezd\u016f a p\u0159echod\u016f. V\u00fdhledov\u011b je po\u010d\u00edt\u00e1no se dv\u011bma p\u00e1ry rychl\u00edk\u016f a dv\u011bma p\u00e1ry osobn\u00edch (zast\u00e1vkov\u00fdch) vlak\u016f ka\u017edou hodinu. Ministerstvo dopravy pl\u00e1nuje tak\u00e9 po\u0159\u00edzen\u00ed nov\u00fdch vozidel pro obsluhu t\u00e9to trati. Zdvoukolejn\u011bn\u00ed p\u0159in\u00e1\u0161\u00ed tak\u00e9 v\u00fdznamnou vazbu na 1. a 3. tranzitn\u00ed \u017eelezni\u010dn\u00ed koridor (N\u011bmecko \u2013 D\u011b\u010d\u00edn \u2013 Praha \u2013 \u010cesk\u00e1 T\u0159ebov\u00e1 \u2013 Brno \u2013 Rakousko, N\u011bmecko \u2013 Cheb \u2013 Plze\u0148 \u2013 Praha \u2013 \u010cesk\u00e1 T\u0159ebov\u00e1 \u2013 Ostrava \u2013 Slovensko). Zdvoukolejn\u011bn\u00ed trati znamen\u00e1 i mo\u017enost z\u0159\u00edzen\u00ed dal\u0161\u00edch zast\u00e1vek, kter\u00e9 se n\u00e1sledn\u011b mohou zapojit do syst\u00e9mu p\u0159\u00edm\u011bstsk\u00e9 \u017eeleznice Hradecko-pardubick\u00e9 aglomerace. Tento aspekt m\u016f\u017ee b\u00fdt d\u016fle\u017eit\u00fd zejm\u00e9na p\u0159i napln\u011bn\u00ed o\u010dek\u00e1van\u00e9ho rozvoje pracovn\u00edch p\u0159\u00edle\u017eitost\u00ed v lokalit\u011b Opatovice nad Labem (ve strategick\u00e9m k\u0159\u00ed\u017een\u00ed d\u00e1lnice D35 se silnic\u00ed I\/37 a trat\u00ed \u010d. 031).<\/p>\n<p style=\"text-align: justify;\">Z pohledu cestuj\u00edc\u00edch bude jist\u011b v\u00fdznamn\u00e9 i zv\u00fd\u0161en\u00ed spolehlivosti dopravy, nav\u00edc se d\u00edky dv\u011bma kolej\u00edm eliminuje v\u011bt\u0161ina nutn\u00fdch v\u00fdluk, proto\u017ee vlaky budou v p\u0159\u00edpad\u011b oprav a dal\u0161\u00edch ud\u00e1lost\u00ed vyu\u017e\u00edvat druh\u00e9 koleje. Sm\u011brov\u00e9 odd\u011blen\u00ed provozu tak\u00e9 eliminuje riziko vlakov\u00fdch ne\u0161t\u011bst\u00ed, kdy pr\u00e1v\u011b na t\u00e9to trati do\u0161lo v roce 1960 u obce St\u00e9blov\u00e1 k dosud nejtragi\u010dt\u011bj\u0161\u00ed sr\u00e1\u017ece vlak\u016f v d\u011bjin\u00e1ch \u010desk\u00e9 \u017eelezni\u010dn\u00ed dopravy.<\/p>\n<p style=\"text-align: justify;\">Modernizace trat\u011b bude znamenat tak\u00e9 zv\u00fd\u0161en\u00ed stupn\u011b zabezpe\u010den\u00ed p\u0159ejezd\u016f na \u00fazem\u00ed m\u011bsta, z\u0159\u00edzen\u00ed protihlukov\u00fdch st\u011bn podle sou\u010dasn\u00fdch (p\u0159\u00edsn\u011bj\u0161\u00edch) norem a dojde tak\u00e9 k \u010d\u00e1ste\u010dn\u00e9 rekonstrukci n\u00e1stupi\u0161\u0165 na hradeck\u00e9m hlavn\u00edm n\u00e1dra\u017e\u00ed. Dva sou\u010dasn\u00e9 p\u0159echody a jeden p\u0159ejezd budou nahrazeny mimo\u00farov\u0148ov\u00fdmi k\u0159\u00ed\u017een\u00edmi a projekt po\u010d\u00edt\u00e1 i s roz\u0161\u00ed\u0159en\u00edm podjezdu v ul. Pra\u017esk\u00e1\/Go\u010d\u00e1rova, co\u017e jsou v\u00fdznamn\u00e9 kroky pro zlep\u0161en\u00ed propustnosti \u00fazem\u00ed a zvy\u0161ov\u00e1n\u00ed bezpe\u010dnosti. Pr\u00e1v\u011b mimo\u00farov\u0148ov\u00e1 k\u0159\u00ed\u017een\u00ed mohou zabr\u00e1nit v\u00e1\u017en\u00fdm trag\u00e9di\u00edm. Jedna z nich se v roce 2003 stala p\u0159\u00edmo na \u201eHardubick\u00e9\u201c trati, kde na nezabezpe\u010den\u00e9m b\u0159ezhradsk\u00e9m p\u0159ejezdu do\u0161lo ke st\u0159etu vlaku s linkov\u00fdm autobusem MHD. Dal\u0161\u00edm neslavn\u00fdm p\u0159\u00edkladem je sr\u00e1\u017eka rychlovlaku Pendolino s kamionem v obci Stud\u00e9nka. Po t\u00e9to trag\u00e9dii se ministr dopravy zcela jasn\u011b vyj\u00e1d\u0159il pro budov\u00e1n\u00ed mimo\u00farov\u0148ov\u00fdch k\u0159\u00ed\u017een\u00ed, kter\u00e1 poskytuj\u00ed nejvy\u0161\u0161\u00ed mo\u017en\u00fd stupe\u0148 zabezpe\u010den\u00ed pro cestuj\u00edc\u00ed ve vlac\u00edch i na silnici.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-3332 size-full\" src=\"http:\/\/vedlich.info\/wp-content\/uploads\/2016\/06\/CIMG83871.jpg\" alt=\"\" width=\"1600\" height=\"1071\" srcset=\"https:\/\/vedlich.info\/wp-content\/uploads\/2016\/06\/CIMG83871.jpg 1600w, https:\/\/vedlich.info\/wp-content\/uploads\/2016\/06\/CIMG83871-300x200.jpg 300w, https:\/\/vedlich.info\/wp-content\/uploads\/2016\/06\/CIMG83871-1024x685.jpg 1024w\" sizes=\"auto, (max-width: 1600px) 100vw, 1600px\" \/><\/p>\n<p style=\"text-align: justify;\">Sm\u011brov\u00fd n\u00e1vrh \u017eelezni\u010dn\u00ed trat\u011b a mimo\u00farov\u0148ov\u00fdch k\u0159\u00ed\u017een\u00ed je veden s ohledem na minimalizaci z\u00e1boru soukrom\u00fdch pozemk\u016f. P\u0159esto s sebou realizace takto v\u00fdznamn\u00e9 dopravn\u00ed stavby, veden\u00e9 zastav\u011bn\u00fdm \u00fazem\u00edm m\u011bsta, p\u0159in\u00e1\u0161\u00ed i konflikty mezi r\u016fzn\u00fdmi z\u00e1jmy. Konkr\u00e9tn\u00edm p\u0159\u00edkladem m\u016f\u017ee b\u00fdt ob\u010dansk\u00e1 aktivita, jej\u00edm\u017e c\u00edlem je zachov\u00e1n\u00ed dvou\u0159ad\u00e9 j\u00edrovcov\u00e9 aleje v Opatovick\u00e9 ulici v Hradci Kr\u00e1lov\u00e9. M\u011bsto v tomto p\u0159\u00edpad\u011b bude usilovat o to, aby realizac\u00ed zdvoukolejn\u011bn\u00ed nedo\u0161lo ke zhor\u0161en\u00ed \u017eivotn\u00edho prost\u0159ed\u00ed a z\u00e1sah do st\u00e1vaj\u00edc\u00ed zelen\u011b byl minim\u00e1ln\u00ed.<\/p>\n<p style=\"text-align: justify;\">Z pohledu rozvoje m\u011bsta pat\u0159\u00ed zdvoukolejn\u011bn\u00ed a lep\u0161\u00ed napojen\u00ed na n\u00e1rodn\u00ed a nadn\u00e1rodn\u00ed \u017eelezni\u010dn\u00ed koridory k z\u00e1sadn\u00edm priorit\u00e1m. Zb\u00fdv\u00e1 dodat, \u017ee nazna\u010den\u00e9 \u00fapravy trat\u011b mezi Hradcem Kr\u00e1lov\u00e9 a Pardubicemi tvo\u0159\u00ed pouze jednu z etap pl\u00e1novan\u00e9 modernizace \u017eelezni\u010dn\u00ed dopravy ve V\u00fdchodn\u00edch \u010cech\u00e1ch.
