Je to pod\u011bkov\u00e1n\u00ed m\u011bstu za pomoc p\u0159i v\u00fdkupu pozemk\u016f pro d\u00e1lnici?<\/p>\n<p style=\"text-align: justify;\"><!--more--><\/p>\n<p style=\"text-align: justify;\">Je\u0161t\u011b v roce 2013 to vypadalo, \u017ee stavba ji\u017en\u00ed spojky pro Hradec Kr\u00e1lov\u00e9 z\u016fstane jen nesplniteln\u00fdm snem. Ministerstvo dopravy pova\u017eovalo zkratku od k\u0159i\u017eovatky Bl\u00e1hovka k v\u00fdpadovce na Pardubice za zbyte\u010dnou, rezolutn\u011b ji odm\u00edtlo financovat a nepomohly ani osobn\u00ed intervence u tehdej\u0161\u00edho \u0161\u00e9fa resortu Zby\u0148ka Stanjury. Ale \u010dasy i minist\u0159i dopravy se m\u011bn\u00ed a projekt ji\u017en\u00ed spojky op\u011bt o\u017eil. Vzk\u0159\u00ed\u0161en\u00ed je dokonce tak nad\u011bjn\u00e9, \u017ee stavba by mohla za\u010d\u00edt za sedm let.<br \/>\n\u201eMysl\u00edm, \u017ee by mohla b\u00fdt p\u0159ipraven\u00e1 k v\u00fdstavb\u011b v letech 2023 a\u017e 2024,\u201c \u0159\u00edk\u00e1 hradeck\u00fd prim\u00e1tor Zden\u011bk Fink (HDK), podle kter\u00e9ho se nyn\u00ed p\u0159epracov\u00e1v\u00e1 dokumentace k \u00fazemn\u00edmu rozhodnut\u00ed: \u201eTo by mohlo b\u00fdt vy\u0159e\u0161en\u00e9 maxim\u00e1ln\u011b do za\u010d\u00e1tku p\u0159\u00ed\u0161t\u00edho roku. Potom p\u0159ijdou na \u0159adu dokumentace ke stavebn\u00edmu povolen\u00ed a v\u00fdkupy pozemk\u016f.\u201c<\/p>\n<p style=\"text-align: justify;\">I kdy\u017e bod ji\u017en\u00ed spojka je\u0161t\u011b nebyl za\u0159azen ani do m\u011bstsk\u00e9 rady, st\u00e1t potvrzuje, \u017ee mrtv\u00fd projekt se letos na ja\u0159e poda\u0159ilo znovu nastartovat. \u201eNa Centr\u00e1ln\u00ed komisi ministerstva dopravy byl schv\u00e1len z\u00e1m\u011br projektu I\/11 &#8211; I\/37 ji\u017en\u00ed spojka Hradec Kr\u00e1lov\u00e9,\u201c upozor\u0148uje mluv\u010d\u00ed ministerstva Zden\u011bk Neusar. \u201eFinancov\u00e1n\u00ed akce se p\u0159edpokl\u00e1d\u00e1 z prost\u0159edk\u016f St\u00e1tn\u00edho fondu dopravn\u00ed infrastruktury,\u201c dopl\u0148uje mluv\u010d\u00ed \u0158editelstv\u00ed silnic a d\u00e1lnic (\u0158SD) Nina Ledvinov\u00e1. Pro\u010d v\u0161ak \u0158SD zm\u011bnilo n\u00e1zor a spojku znovu za\u0159adilo do sv\u00e9 knihy investic?<\/p>\n<p style=\"text-align: justify;\">Souhlas je pravd\u011bpodobn\u011b pod\u011bkov\u00e1n\u00edm hradeck\u00e9 radnici, kter\u00e1 se na sklonku roku 2014 anga\u017eovala ve sm\u011bn\u011b posledn\u00edho pozemku nutn\u00e9ho pro dostavbu d\u00e1lnice D11. M\u011bsto nab\u00eddlo vlastnici p\u016fdy o v\u00fdm\u011b\u0159e 0,27 hektaru 1,7 milionu korun a pozemek sm\u011bnilo se st\u00e1tem za p\u016fdu, na n\u00ed\u017e dnes stoj\u00ed m\u011bstsk\u00fd autobusov\u00fd termin\u00e1l. D\u00edky transakci z\u00edskal st\u00e1t o v\u00edce ne\u017e 1,5 hektaru v\u011bt\u0161\u00ed v\u00fdm\u011bru kvalitn\u00ed zem\u011bd\u011blsk\u00e9 p\u016fdy, do pokladny kolem \u010dty\u0159 milion\u016f korun a jako bonus otev\u0159enou cestu k dostavb\u011b d\u00e1lnice.<\/p>\n<p style=\"text-align: justify;\">Sou\u010dasn\u011b m\u00e1 v\u0161ak \u0158SD dal\u0161\u00ed podm\u00ednky. Cht\u011blo by, aby m\u011bsto p\u0159evzalo pod svou spr\u00e1vu t\u00e9m\u011b\u0159 celou z\u00e1padn\u00ed \u010d\u00e1st druh\u00e9ho silni\u010dn\u00edho okruhu, dal\u0161\u00ed podm\u00ednkou pr\u00fd je vznik ekonomick\u00e9 studie v\u00fdznamu ji\u017en\u00ed spojky. Kdy\u017e se st\u00e1t je\u0161t\u011b tv\u00e1\u0159il neoblomn\u011b, radnice byla ochotn\u00e1 p\u0159evz\u00edt financov\u00e1n\u00ed v\u00fdkupu pozemk\u016f a uhradit i dokumentace k \u00fazemn\u00edmu rozhodnut\u00ed a stavebn\u00edmu povolen\u00ed. \u201eSchv\u00e1len\u00ed stavby bylo podm\u00edn\u011bno podpisem smlouvy o smlouv\u011b budouc\u00ed darovac\u00ed na \u010d\u00e1st Go\u010d\u00e1rova okruhu. Text smlouvy je v sou\u010dasn\u00e9 dob\u011b p\u0159ipom\u00ednkov\u00e1n m\u011bstem,\u201c potvrzuje Ledvinov\u00e1.<\/p>\n<p style=\"text-align: justify;\">\u201ePodm\u00ednky \u0158SD jsou podle m\u011b na hran\u011b. Hlavn\u011b p\u0159evzet\u00ed \u010d\u00e1sti okruhu by pro m\u011bsto bylo velmi n\u00e1kladnou z\u00e1le\u017eitost\u00ed,\u201c \u0159\u00edk\u00e1 hradeck\u00fd zastupitel Alois Havrda (KS\u010cM), kter\u00fd v\u0161ak coby obyvatel Kuklen vznik ji\u017en\u00ed spojky podporuje: \u201eJe nezbytn\u00e1 pro odveden\u00ed dopravy z centra Kuklen a do lokality Koruna, kde u\u017e nyn\u00ed je to tristn\u00ed.\u201c<\/p>\n<p style=\"text-align: justify;\"><strong>Vyv\u00e9st kamiony z m\u011bsta<\/strong><\/p>\n<p style=\"text-align: justify;\">Podobn\u00fd n\u00e1zor m\u00e1 i radn\u00ed Ji\u0159\u00ed \u0160t\u011bp\u00e1n (\u010cSSD): \u201eNutn\u011b pot\u0159ebujeme vyv\u00e9st kamionovou dopravu z m\u011bsta a spojka n\u00e1m k tomu pom\u016f\u017ee.\u201c<\/p>\n<p style=\"text-align: justify;\">O podm\u00ednk\u00e1ch, ke kter\u00fdm by se m\u011bsto v p\u0159\u00edpad\u011b stavby spojky zav\u00e1zalo, je podle prim\u00e1tora je\u0161t\u011b zbyte\u010dn\u00e9 mluvit. \u201eJeden p\u0159edpoklad se pln\u00ed, proto\u017ee celkov\u00e1 stavba se zlev\u0148uje. O p\u0159evzet\u00ed z\u00e1padn\u00ed \u010d\u00e1sti okruhu se opravdu mluvilo, ale nev\u00edme, jak to dopadne,\u201c dod\u00e1v\u00e1 Fink.<\/p>\n<p style=\"text-align: justify;\">Radnice logicky chce, aby se ji\u017en\u00ed spojka za\u010dala budovat co nejd\u0159\u00edve a prosazuje rovn\u011b\u017e, aby vznikla nar\u00e1z a nikoli pouze po etap\u00e1ch. \u201eKv\u016fli dopravn\u00ed p\u0159et\u00ed\u017eenosti Kuklen pot\u0159ebujeme odklonit dopravu z Pra\u017esk\u00e9 t\u0159\u00eddy. Prosazujeme stavbu v cel\u00e9 d\u00e9lce, proto\u017ee nechceme, aby ji\u017en\u00ed spojka vedla t\u0159eba jen na Kutnohorskou nebo Pardubickou ulici,\u201c zd\u016fraz\u0148uje n\u00e1m\u011bstek prim\u00e1tora Jind\u0159ich Vedlich (TOP 09).<\/p>\n<p style=\"text-align: justify;\">O\u010dek\u00e1van\u00e1 zkratka by se mohla za\u010d\u00edt budovat nejd\u0159\u00edve za sedm let. Ale proto\u017ee slavnostn\u00ed p\u00e1ska d\u00e1lnice D11 se m\u00e1 u k\u0159i\u017eovatky Bl\u00e1hovka st\u0159ihat u\u017e p\u0159\u00ed\u0161t\u00ed rok v srpnu, obyvatel\u00e9 Kuklen se ob\u00e1vaj\u00ed dal\u0161\u00edho zv\u00fd\u0161en\u00ed dopravy. M\u011bsto odpov\u011bd\u011blo zad\u00e1n\u00edm studie, kter\u00e1 m\u00e1 odpov\u011bd\u011bt, jak upravit dopravu v nejkriti\u010dt\u011bj\u0161\u00edch m\u00edstech, tedy p\u0159ed z\u00e1kladn\u00ed \u0161kolou, na Anensk\u00e9m n\u00e1m\u011bst\u00ed nebo na k\u0159i\u017eovatce Pra\u017esk\u00e9 t\u0159\u00eddy s ulic\u00ed Za \u0160kodovkou.<\/p>\n<p style=\"text-align: justify;\">Zd\u00e1 se rovn\u011b\u017e, \u017ee v Praze kone\u010dn\u011b zabralo i lobby Hradce za severn\u00ed tangentu, obchvat, kter\u00fd m\u00e1 v\u00e9st od k\u0159i\u017eovatky u \u010cKD, p\u0159es Ploti\u0161t\u011b a p\u0159es Kladskou ulici sm\u011b\u0159ovat a\u017e k Ble\u0161nu. \u201ePro stavbu severn\u00ed tangenty je v rozpo\u010dtu SFDI (St\u00e1tn\u00ed fond dopravn\u00ed infrastruktury) na rok 2016 vy\u010dlen\u011bno p\u016fl milionu korun na zpracov\u00e1n\u00ed z\u00e1m\u011bru projektu a zah\u00e1jen\u00ed prac\u00ed na dokumentaci pro \u00fazemn\u00ed rozhodnut\u00ed,&#8220; upozor\u0148uje mluv\u010d\u00ed Neusar. \u201eNa p\u0159elo\u017eku silnice I\/11 Hradec Kr\u00e1lov\u00e9 &#8211; Ble\u0161no &#8211; Nepasice ji\u017e bylo vyd\u00e1no souhlasn\u00e9 z\u00e1vazn\u00e9 stanovisko k posouzen\u00ed vliv\u016f na \u017eivotn\u00ed prost\u0159ed\u00ed,\u201c dod\u00e1v\u00e1 Ledvinov\u00e1.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mlad\u00e1 fronta DNES | 14.5.2016 | Rubrika: Kraj Hradeck\u00fd | Strana: 15 | Autor: Petr Z\u00e1lesk\u00fd | T\u00e9ma: Magistr\u00e1t m\u011bsta Hradec Kr\u00e1lov\u00e9 P\u0159esto\u017ee stavba ji\u017en\u00ed spojky vypadala pro Hradec beznad\u011bjn\u011b, st\u00e1t zm\u011bnil n\u00e1zor a zkratku z Kuklen k hradubick\u00e9 v\u00fdpadovce schv\u00e1lil.
