Nyn\u00ed u\u017e je to a\u017e rok 2020. A nejen to: kv\u016fli v\u00fdkup\u016fm pozemk\u016f budou nutn\u00e9 r\u016fzn\u00e9 kompromisy v\u010detn\u011b pouh\u00e9ho cyklopruhu pod\u00e9l silnice.<!--more--><\/p>\n<p style=\"text-align: justify;\">Symbolem postupn\u00e9ho propojov\u00e1n\u00ed Hradce a Pardubic se m\u011bla st\u00e1t cyklostezka. Ob\u011b m\u011bsta, kter\u00e1 se nap\u0159\u00edklad podle architekta a spoluautora hradeck\u00e9ho \u00fazemn\u00edho pl\u00e1nu Patrika Kotase nejd\u00e9le do 30 let nevyhnuteln\u011b spoj\u00ed v jednu metropoli, k sob\u011b m\u011bl p\u0159ipoutat 19 kilometr\u016f dlouh\u00fd a t\u0159i metry \u0161irok\u00fd asfaltov\u00fd koberec s pracovn\u00edm n\u00e1zvem mechu a pern\u00edku.<\/p>\n<p style=\"text-align: justify;\">Je\u0161t\u011b loni na podzim ob\u011b m\u011bsta spojoval optimismus a p\u0159esv\u011bd\u010den\u00ed, \u017ee trasa by mohla b\u00fdt hotov\u00e1 do konce roku 2016. O to hor\u0161\u00ed je vyst\u0159\u00edzliv\u011bn\u00ed: nyn\u00ed se objevuj\u00ed i n\u00e1zory, \u017ee n\u011bkter\u00e9 \u00faseky stezky nevzniknou ani do roku 2020, a ztrat\u00ed tak nad\u011bji na evropsk\u00e9 dotace. \u201eKa\u017edop\u00e1dn\u011b toho do roku 2020 ale chceme ud\u011blat co nejv\u00edce,\u201c ubezpe\u010duje projektov\u00fd mana\u017eer Tom\u00e1\u0161 Je\u0159\u00e1bek.<\/p>\n<p style=\"text-align: justify;\">Za velk\u00e9 zdr\u017een\u00ed mohou probl\u00e9my, kter\u00e9 brzd\u00ed i jin\u00e9 dopravn\u00ed stavby: v\u00fdkupy pozemk\u016f. Zat\u00edmco st\u00e1t m\u016f\u017ee vlastn\u00edky p\u016fdy vyvlastnit, Dobrovoln\u00fd svazek obc\u00ed (DSO) Hradubick\u00e1 labsk\u00e1 se mus\u00ed spol\u00e9hat jen na rozumn\u00e9 argumenty. Ty v\u0161ak zdaleka nesta\u010d\u00ed: ji\u017e d\u0159\u00edve se proti trase vzbou\u0159ilo v\u00edce majitel\u016f v \u00faseku Vysok\u00e1 nad Labem &#8211; Bukovina, nyn\u00ed se nep\u0159ekonateln\u00e9 pot\u00ed\u017ee p\u0159esunuly pod Kun\u011btickou horu a vyjednava\u010di se u\u017e n\u011bkolikr\u00e1t setkali i s vyd\u011bra\u010dskou taktikou. \u201eNebudu je jmenovat, ale n\u011bkte\u0159\u00ed vlastn\u00edci po n\u00e1s cht\u011bli zm\u011bnit \u00fazemn\u00ed pl\u00e1n. Byli ochotn\u00ed d\u00e1t n\u00e1m kus sv\u00e9 p\u016fdy t\u0159eba i zadarmo, ale p\u0159i\u0161li s po\u017eadavkem, abychom z jin\u00e9ho pozemku ud\u011blali stavebn\u00ed parcely. To je ale naprosto nesplniteln\u00e9,\u201c \u0159\u00edk\u00e1 \u0159editel DSO a sou\u010dasn\u011b starosta Vysok\u00e9 nad Labem Ji\u0159\u00ed Hor\u00e1k.<\/p>\n<p style=\"text-align: justify;\">Probl\u00e9my dokonce do\u0161ly tak daleko, \u017ee p\u0159\u00edpravn\u00fd t\u00fdm rezignoval na bezpe\u010dnou trasu d\u016fsledn\u011b odd\u011blenou od aut: od R\u00e1b\u016f a\u017e k restauraci pod Kun\u011btickou horou jsou v pl\u00e1nu jen cyklopruhy pod\u00e9l silnice a projektanti si l\u00e1mou hlavu, jak vy\u0159e\u0161it situaci na k\u0159i\u017eovatce p\u0159ed restaurac\u00ed. \u201eNejv\u011bt\u0161\u00ed probl\u00e9my m\u00e1me u takzvan\u00e9 Pern\u00edkov\u00e9 chaloupky, kde skute\u010dn\u011b hled\u00e1me alternativn\u00ed trasu. \u0158e\u0161en\u00ed se docela ob\u00e1v\u00e1m, proto\u017ee v\u00e9st stezku pod\u00e9l silnice opravdu nen\u00ed vhodn\u00e9. Z\u0159ejm\u011b n\u00e1m ale nic jin\u00e9ho nezbude a j\u00e1 v\u011b\u0159\u00edm, \u017ee to bude jen do\u010dasn\u00e9 provizorium,\u201c uv\u00e1d\u00ed n\u00e1m\u011bstek hradeck\u00e9ho prim\u00e1tora Jind\u0159ich Vedlich.<\/p>\n<p style=\"text-align: justify;\">Velmi podobn\u00e1 situace je v N\u011bm\u010dic\u00edch, kde DSO vzdal snahu o roz\u0161\u00ed\u0159en\u00ed 80 let star\u00e9ho mostu, proti kter\u00e9mu se postavili pam\u00e1tk\u00e1\u0159i. \u201eNech\u00e1me ale prov\u011b\u0159it studii proveditelnosti um\u00edst\u011bn\u00ed nov\u00e9 l\u00e1vky asi 400 metr\u016f po proudu Labe,\u201c upozor\u0148uje Je\u0159\u00e1bek na mo\u017en\u00e9 \u0159e\u0161en\u00ed. Stavba m\u00e1 \u010dty\u0159i etapy a bez komplikac\u00ed je pouze \u00fasek z Hradce Kr\u00e1lov\u00e9 do Vysok\u00e9. Mezi Vysokou, Opatovicemi a D\u0159\u00edt\u010d\u00ed sch\u00e1z\u00ed vykoupit jeden pozemek, stezka rovn\u011b\u017e mus\u00ed po\u010dkat na dokon\u010den\u00ed silnice R35 a trvaj\u00ed pot\u00ed\u017ee s novou trasou po prav\u00e9m b\u0159ehu Labe a n\u00e1vratem zp\u011bt.<\/p>\n<p style=\"text-align: justify;\">\u201eJedn\u00e1me s elektr\u00e1rnou Opatovice o p\u0159evzet\u00ed st\u00e1vaj\u00edc\u00edho mostu. Propo\u010d\u00edt\u00e1vaj\u00ed se n\u00e1klady na jednotliv\u00e9 varianty \u0159e\u0161en\u00ed, ale ide\u00e1ln\u00ed by bylo, kdyby bylo mo\u017en\u00e9 most z\u00edskat za n\u00edzk\u00e9 n\u00e1klady d\u00edky intervenci obou m\u011bst,\u201c domn\u00edv\u00e1 se Je\u0159\u00e1bek.<br \/>\nTerm\u00edn 2016 se s nejv\u011bt\u0161\u00ed pravd\u011bpodobnost\u00ed poda\u0159\u00ed dodr\u017eet jen v p\u0159\u00edpad\u011b \u00faseku Hradec &#8211; Vysok\u00e1. \u201eO\u010dek\u00e1v\u00e1m, \u017ee je\u0161t\u011b letos dostaneme stavebn\u00ed povolen\u00ed, p\u0159\u00ed\u0161t\u00ed rok pak po\u017e\u00e1d\u00e1me o dotaci z ITI (integrovan\u00e9 \u00fazemn\u00ed investice) a za\u010dneme stav\u011bt,\u201c douf\u00e1 Hor\u00e1k.<\/p>\n<p style=\"text-align: justify;\">\u201eVelk\u00fd pokrok se odehr\u00e1l rovn\u011b\u017e mezi N\u011bm\u010dicemi a D\u0159\u00edt\u010d\u00ed. Tak\u00e9 tady bychom v roce 2016 cht\u011bli vybrat dodavatele,\u201c navazuje Vedlich, kter\u00fd je p\u0159esv\u011bd\u010den\u00fd, \u017ee kompletn\u00ed stezka nebude m\u00edt probl\u00e9m s hrani\u010dn\u00edm term\u00ednem &#8211; tedy rokem 2020. P\u0159esto\u017ee mechovopern\u00edkov\u00e1 stezka m\u00edsto rychl\u00e9ho postupu jen klop\u00fdt\u00e1, v pl\u00e1nu jsou i dal\u0161\u00ed spojky \u010di v\u00fdletn\u00ed okruhy.
