V \u010dl\u00e1nc\u00edch byla akcentov\u00e1na p\u0159edev\u0161\u00edm cena stavby, nikoliv v\u0161ak informace o v\u00fdznamu a rozsahu t\u00e9to investi\u010dn\u00ed akce.<!--more--><strong>V\u00fdznam k\u0159i\u017eovatky<\/strong><\/p>\n<p style=\"text-align: justify;\">K\u0159i\u017eovatka Koruna je navr\u017eena architektem Patrikem Kotasem, kter\u00fd pro Hradec Kr\u00e1lov\u00e9 realizoval nap\u0159\u00edklad termin\u00e1l hromadn\u00e9 dopravy, p\u0159edn\u00e1dra\u017e\u00ed \u010di zast\u0159e\u017een\u00ed zast\u0159e\u0161en\u00ed nadjezdu ulice Okru\u017en\u00ed na Go\u010d\u00e1rov\u011b okruhu.<\/p>\n<p style=\"text-align: justify;\">Nov\u00e1 kruhov\u00e1 k\u0159i\u017eovatka m\u00e1 v prvn\u00ed \u0159ad\u011b dopravn\u00ed funkci. Zklid\u0148uje dopravu a zvy\u0161uje bezpe\u010dnost v prostoru, kde se ka\u017ed\u00fd den pohybuje mnoho cyklist\u016f a chodc\u016f. Z\u00e1rove\u0148 v\u0161ak bude novou dominantou p\u0159i vjezdu do centr\u00e1ln\u00ed \u010d\u00e1sti m\u011bsta a stane se symbolick\u00fdm zakon\u010den\u00edm Go\u010d\u00e1rovy t\u0159\u00eddy. Napln\u00ed se tak vize m\u011bsta z roku 2006, jej\u00edm\u017e c\u00edlem bylo vytvo\u0159it jednotn\u00fd architektonick\u00fd prostor mezi termin\u00e1lem hromadn\u00e9 dopravy, Riegrov\u00fdm n\u00e1m\u011bst\u00edm a Korunou.<\/p>\n<p style=\"text-align: justify;\">Jsem zastupitelem a n\u00e1m\u011bstkem prim\u00e1tora od roku 2010. Z\u00e1vazek m\u011bsta na vybudov\u00e1n\u00ed k\u0159i\u017eovatky vych\u00e1z\u00ed ze smlouvy s developerem HB Reavis, kter\u00e1 byla uzav\u0159ena za minul\u00e9ho veden\u00ed m\u011bsta, ji\u017e v roce 2008. Revize t\u011bchto smluv byla mo\u017en\u00e1 v roce 2011, kde j\u00e1 osobn\u011b jsem hlasoval pro nepokra\u010dov\u00e1n\u00ed ve spolupr\u00e1ci s developerem. T\u011bsn\u00e1 v\u011bt\u0161ina zastupitel\u016f v\u0161ak hlasovala opa\u010dn\u011b a mou povinnost\u00ed, jako\u017eto n\u00e1m\u011bstka pro rozvoj m\u011bsta, je v takov\u00e9m p\u0159\u00edpad\u011b plnit \u00fakoly odsouhlasen\u00e9 zastupitelstvem. \u00dazemn\u00ed rozhodnut\u00ed pro k\u0159i\u017eovatku Koruna nabylo pr\u00e1vn\u00ed moci v roce 2007, stavebn\u00ed povolen\u00ed bylo z\u00edsk\u00e1no v roce 2010.<\/p>\n<p style=\"text-align: justify;\"><strong>Rozsah stavebn\u00edch prac\u00ed<\/strong><\/p>\n<p style=\"text-align: justify;\">C\u00edlem investi\u010dn\u00ed akce v\u0161ak nen\u00ed pouh\u00e9 vybudov\u00e1n\u00ed kruhov\u00e9 k\u0159i\u017eovatky. Zhotovitelsk\u00e1 firma m\u00e1 od p\u0159evzet\u00ed staveni\u0161t\u011b necel\u00fd rok na kompletn\u00ed rekonstrukci prostoru od kuklensk\u00e9ho podjezdu a\u017e ke k\u0159i\u017eovatce u \u010cedoku, v\u010detn\u011b rekonstrukce ulice V\u0161ehrdovy a \u010d\u00e1st\u00ed Pu\u0161kinovy a Habrmanovy. Sou\u010d\u00e1st\u00ed \u0159e\u0161en\u00e9ho \u00fazem\u00ed jsou nejen komunikace, v\u00fdstavba cyklostezek, p\u0159echod\u016f a parkovac\u00edch m\u00edst, ale tak\u00e9 sadov\u00e9 \u00fapravy a opravy stezek pro p\u011b\u0161\u00ed v \u0161ir\u0161\u00edm okol\u00ed k\u0159i\u017eovatky. Podm\u00ednkou m\u011bsta je zachov\u00e1n\u00ed alespo\u0148 \u010d\u00e1ste\u010dn\u00e9 pr\u016fjezdnosti k\u0159i\u017eovatkou po celou dobu rekonstrukce.<\/p>\n<p style=\"text-align: justify;\"><strong>Cena k\u0159i\u017eovatky<\/strong><\/p>\n<p style=\"text-align: justify;\">N\u011bkte\u0159\u00ed lid\u00e9 poukazuj\u00ed na vy\u0161\u0161\u00ed cenu realizace oproti projektu. Cena navr\u017een\u00e1 v projektu \u010dinila od sam\u00e9ho za\u010d\u00e1tku 100 mil. K\u010d. Vzhledem k tomu, \u017ee v posledn\u00edch letech bylo b\u011b\u017enou prax\u00ed, \u017ee se vysout\u011b\u017een\u00e1 cena pohybovala v rozmez\u00ed 70-80 % navrhovan\u00e9 ceny, do rozpo\u010dtu m\u011bsta byla investi\u010dn\u00ed akce za\u0159azena s p\u0159edb\u011b\u017enou alokac\u00ed 85 mil. K\u010d.<\/p>\n<p style=\"text-align: justify;\">Z v\u00fdsledk\u016f ve\u0159ejn\u00e9 sout\u011b\u017ee vze\u0161la nejni\u017e\u0161\u00ed cena za zhotoven\u00ed ve v\u00fd\u0161i 127 mil. K\u010d. Tento fakt nen\u00ed rozhodn\u011b ni\u010d\u00edm p\u0159\u00edjemn\u00fdm, av\u0161ak nen\u00ed mo\u017en\u00e9 ho ovlivnit v r\u00e1mci kompetenc\u00ed m\u011bsta. To nem\u016f\u017ee ovlivnit ani situaci na trhu, ani z\u00e1kon o ve\u0159ejn\u00fdch zak\u00e1zk\u00e1ch. Oproti pl\u00e1nu tak bude k\u0159i\u017eovatka p\u0159ibli\u017en\u011b o \u010dtvrtinu n\u00e1kladn\u011bj\u0161\u00ed (rozd\u00edl mezi 127 a 100 mil.).<\/p>\n<p style=\"text-align: justify;\">S podobn\u00fdm efektem narovn\u00e1v\u00e1n\u00ed cen u stavebn\u00edch zak\u00e1zek se dle ofici\u00e1ln\u00edch informac\u00ed vypo\u0159\u00e1d\u00e1v\u00e1 tak\u00e9 \u0158SD, Kr\u00e1lov\u00e9hradeck\u00fd kraj a dal\u0161\u00ed instituce vypisuj\u00edc\u00ed stavebn\u00ed zak\u00e1zky v re\u017eimu ve\u0159ejn\u00e9 sout\u011b\u017ee.<\/p>\n<p style=\"text-align: justify;\">Vy\u0161\u0161\u00ed cena rekonstrukce oproti pl\u00e1nu v\u0161ak neznamen\u00e1, \u017ee m\u011bsto bude zanedb\u00e1vat men\u0161\u00ed, ale pro ob\u010dany d\u016fle\u017eit\u00e9 investice. Do oprav chodn\u00edk\u016f a ulic, budov\u00e1n\u00ed cyklostezek a v\u00fdm\u011bny mobili\u00e1\u0159\u016f budou i nad\u00e1le investov\u00e1ny nemal\u00e9 prost\u0159edky z m\u011bstsk\u00e9ho rozpo\u010dtu.<\/p>\n<p style=\"text-align: justify;\"><strong>Jedn\u00e1n\u00ed s developery<\/strong><\/p>\n<p style=\"text-align: justify;\">Dal\u0161\u00ed v\u00fdtkou sm\u011brem k m\u011bstu je jeho slab\u0161\u00ed pozice p\u0159i vyjedn\u00e1v\u00e1n\u00ed s developery. Zde bych r\u00e1d podotkl, \u017ee toto je zp\u016fsobeno principem ve\u0159ejn\u00e9 spr\u00e1vy. Soukrom\u00e9 firmy mohou m\u011bnit sv\u00e9 strategie a sliby s ohledem na jejich aktu\u00e1ln\u00ed v\u00fdhodnost.
